There are four different Home Care Package levels intended to meet different types of care needs. When you have your assessment with ACAT, your assessor will discuss your current care needs and determine which level best meets them.

Generally more people are assessed for lower level packages, with the higher Home Care Package levels reserved for high care needs.

What is a Home Care Package?

A Home Care Package is funding provided to older Australians through a government program. The aim of the program being to provide long-term support for those who want to continue living independently at home.

There are four levels of Home Care Packages. All of these levels will receive a different amount of funding. Level 1 is the lowest amount of funding and Level 4 is the highest that an individual can receive. The level assigned to you will depend on an assessment based on both your cognitive and physical needs.

Your Home Care Package can be used for care or other support services which suit your care needs and support you to remain living independently at home. There are a range of services you can receive through your Home Care Package, but these need to be in line with your specific care needs and listed on your Care Plan. Once you have a Home Care Package it is yours to keep, to allow you to remain living in your own home.

Home Care Package funds aren’t paid to you directly. Instead, you must choose an approved Home Care Package Provider to administer the funds on your behalf and support you with your care management. Regardless of your Home Care Package levels, the Provider will be there to support you.

What are Home Care Package services you can access?

Some of the Home Care Package services you might be able to access through the Home Care Package,  regardless of your Home Care Package levels but dependent on your care needs include:

Personal services:

Some examples include:

  • Bathing, showering including providing shower chairs if necessary, personal hygiene and grooming, dressing and undressing, and using dressing aids
  • Toileting
  • Mobility
  • Transfer (including in and out of bed).

Activities of daily living:

Some examples include:

  • assistance with the fitting of sensory communication aids,
  • checking hearing aid batteries,
  • cleaning spectacles and
  • assistance using the telephone.

Nutrition, hydration, meal preparation and diet:

Some examples include:

  • Assistance with preparing meals
  • Assistance with special diet for health, religious, cultural or other reasons
  • Assistance with using eating utensils and eating aids and assistance with actual feeding, if necessary
  • Providing enteral feeding formula and equipment.

Management of skin integrity:

Some examples include:

  • providing bandages,
  • providing dressings,
  • and skin emollients

Continence management:

Some examples include:

  • Assessment for and, if required, providing disposable pads and absorbent aids, commode chairs, bedpans and urinals, catheter and urinary drainage appliances and enemas
  • Assistance in using continence aids and appliances and managing continence.

Mobility and dexterity:

Some examples include:

  • Providing crutches, quadruped walkers, walking frames, walking sticks and wheelchairs
  • Providing mechanical devices for lifting, bed rails, slide sheets, sheepskins, tri-pillows, and pressure relieving mattresses
  • Assistance in using the above aids.

Support services:

Some examples include:

  • Cleaning
  • Personal laundry services, including laundering of care recipient’s clothing and bedding that can be machine-washed, and ironing
  • Arranging for dry-cleaning of care recipient’s clothing and bedding that cannot be machine-washed
  • Light gardening
  • Medication management

The funds in a package are made up of your government subsidy and a contribution from you (if you are not on the full pension and are eligible to pay an income tested fee). This is the case for any of the Home Care Package levels.

The funds from your package are required to be administered by a provider of your choice. For more on choosing the right provider for you.

The Government subsidy for each level is:

1 Basic care needs $10,589 $882 $203
2 Low-level care needs $18,622 $1,556 $357
3 Intermediate care needs $40,530 $3,377 $777
4 High-level care needs $61,440 $5,120 $1,178

Keep in mind if you are required to pay an Income Tested Fee, you will have to contribute an amount to your package.

This will be worked out through an income assessment that you will need to lodge with the Department of Human Services (DHS).

This is a government mandated fee, and your Provider will require you to contribute the amount you are assessed for to your package funds.

Depending on which Provider you choose to host your Package, you will be charged a different fee out of your package funds. Some Providers also charge a different fee dependent on your Home Care Package levels.
